Use these notes to help you start your Risk Assessment Form

When working on your risk assessment research and consult as many sources as possible to make sure you understand the nature of the threats facing you, and ways in which they can be minimised. Journalists, NGOs, activists and government agencies will all be able to help with this. Online reports and guides are also useful.

Assignment outline

To be able to identify risks, you need to properly outline what your project is. So before beginning your risk assessment it is important to write an assignment outline. Try to identify and list the key building blocks of the project: all the sequences, interviews, travel plans and actions that are vital to your plans.

Locations and brief schedule

Where are you going, when, and for how long?

Assignment details

Give specific details of what you intend to cover to complete your assignment. What will you film, photograph, record, write about to make your piece? Including relevant meetings, sequences, interviews and locations. This will act as the basic foundation of your risk assessment, and will give you a clear idea of what you want to achieve and how you want to achieve it.

Project specific risks

• Is this a sensitive topic?
• Are you covering a high risk location, activity or event?
• Who will you be meeting, are they potentially under surveillance, and might they be at risk if they talk to you?
• Is your security threatened by talking to specific people, visiting or working in a specific area?
• What measures should you take? For example, could you leave sensitive interviews to the end of your visit, so they are less likely to affect your plans?

More than anything, effective risk management is about asking questions, listening to the answers, and working within the realm of the possible. Importantly, this part of the assessment should also include the recent experience of other journalists. This is vital for insurance cover (see Risk Assessment Notes 2 ) and a very valuable tool for you to discover how other people like you have faced and resolved (or not) similar problems.

Моё мнение - чек-листы нужны. но не в современной идиотской форме. когда их из теоретически полезного инструмента стараниями береговой неграмотной в морских делах шушеры превращают просто в прикрытие попы судовладельца. Они пришли к нам из авиации середины 20го века (насколько я слышал - не утверждаю). если это так то это - муть ибо одно дело самолет с ламповой техникой где нужно незабыть много чего чтоб все успешно работало и другое современный корабль на котором ты живешь и многие действия просто на автомате.

Равно как и предварительный. passage plan. по речке или порту когда часто не знаешь на какой причал тебя поставят вплоть до швартовки - профанация полная.

Как капитан сказал их сделали для филиппинцев.
Чек листы в разных компаниях разные, но вот в Мурманском пароходстве там много лишнего. например ПЛ-Мостик-11 Плавание в узкости или в СРД . Идешь ты в СРД в Норвежском море, до берега черес чур далеко да и движение не оживленное. но пункты переход на ручное управление, опломбировка клапанов стояной системы, переход на маневрненный режим и прочее это как то непонятно. еще более непонятно как будет выглядить заполнение аварийного чек листа при столкновении. бросить все и ставить + или -. мне кажется это глупо. Еще бесит, что при внутренне проверке пишут замечания, если не нашли какого нибудт чек листа. ну упусстил ПЛ Приход судна в порт . начинают мозг есть. ну это наверное только ММП так прикалывается.

Филипинцы - так же кладут на них как и мы. если брать мостик. а вот к например к Enclosed space entry и т.п. относятся серьезней - чтоб страховку получить если что.

Меня больше всего прикалывало заполнять ship-to-ship C/L где первой строчкой шел вопрос -. заполнен ли чеклист на этот шип-ту-шип между компаниями. - а компании икс положилили на свои чек листы )))))))

Вообще буржуинская навигационная традиция имеет свои отличия от старой советской и далеко не всегда в лучшую сторону. а самая жесть - это микс совка и буржуиндии.

Считаю, что Check-list#39;ы нужны, т.к. что-то может вылететь из головы, а тут посмотрел и вспомнил, ну и ж*опу прикрыть если что ))) Но опять же судя по тому, с каким недовольным лицом их заполняли кэп и старпом, можно сделать вывод, что большая часть просто мусор.
